73/128.
Enlightenment and religious tolerance
The General Assembly,
Guided by the purposes and principles of the Charter of the United Nations, and
recalling the Universal Declaration of Human Rights, 1 the International Covenant on
Civil and Political Rights 2 and the Declaration on the Elimination of All Forms of
Intolerance and of Discrimination Based on Religion or Belief, 3
Reaffirming that the International Covenant on Civil and Political Rights
provides, inter alia, that everyone shall have the right to freedom of thought,
conscience and religion or belief, which shall include freedom to have or to adopt a
religion or belief of one’s choice and freedom, either alone or in community with
others and in public or private, and to manifest one ’s religion or belief in worship,
observance, practice and teaching,
Recalling its relevant resolutions, in particular resolutions 67/104 of
17 December 2012, 72/136 of 11 December 2017 and 72/176 and 72/177 of
19 December 2017, including on freedom of religion or belief and on the promotion
of interreligious and intercultural dialogue, understanding and cooperation for peace,
and other related resolutions,
Bearing in mind that States have the primary responsibility to promote human
rights, including the human rights of persons belonging to religious minorities,
including their right to exercise their religion or belief freely,
Recognizing the valuable contribution of people of all religions or beliefs to
humanity and the contribution that dialogue among religious groups can make
towards an improved awareness and understanding of the common values shared by
all humankind,
