Protection of migrants
or Degrading Treatment or Punishment, 6 the International Convention for the Protection
of All Persons from Enforced Disappearance, 7 the Convention on the Elimination of
All Forms of Discrimination against Women, 8 the Convention on the Rights of the
Child, 9 the International Convention on the Elimination of All Forms of Racial
Discrimination, 10 the Convention on the Rights of Persons with Disabilities, 11 the
Vienna Convention on Consular Relations, 12 the International Convention on the
Protection of the Rights of All Migrant Workers and Members of Their Families 13 and
the United Nations Convention against Transnational Organized Crime and the
Protocols thereto, 14 in particular the Protocol against the Smuggling of Migrants by
Land, Sea and Air, supplementing the United Nations Convention against
Transnational Organized Crime, 15 and the Protocol to Prevent, Suppress and Punish
Trafficking in Persons, Especially Women and Children, supplement ing the United
Nations Convention against Transnational Organized Crime, 16 and in particular the
relevant contributions of the Committee on the Protection of the Rights of All Migrant
Workers and Members of Their Families to the protection of migrants,
Recalling also the New York Declaration for Refugees and Migrants, adopted
on 19 September 2016 at the high-level plenary meeting of the General Assembly on
addressing large movements of refugees and migrants, 17
Recalling further the Global Compact for Safe, Orderly and Regular Migration,
adopted at the Intergovernmental Conference to Adopt the Global Compact for Safe,
Orderly and Regular Migration, held in Marrakech, Morocco, on 10 and 11 December
2018, and endorsed by the General Assembly in its resolution 73/195 of
19 December 2018,
Recalling the provisions concerning migrants contained in the outcome
documents of major United Nations conferences and summits, including the Outcome
of the Conference on the World Financial and Economic Crisis and Its Impact on
Development, 18 the 2030 Agenda for Sustainable Development 19 and the New Urban
Agenda, 20
Recalling also Commission on Population and Development resolutions 2006/2
of 10 May 2006 21 and 2009/1 of 3 April 2009 22 and its resolution 2013/1 of 26 April
2013 on new trends in migration: demographic aspects, 23
Taking note of advisory opinion OC 16/99 of 1 October 1999 on the Right to
Information on Consular Assistance in the Framework of the Guarantees of the Due
Process of Law, advisory opinion OC 18/03 of 17 September 2003 on the Juridical
